Disability Employment Services Technical Advisory Group

As tender submissions for Program A have closed it is an appropriate time to commence further consultative work on the development and implementation of the Disability Employment Services (DES) Performance Framework. The Technical Advisory Group is continuing the work of the Industry Reference Group established in August 2009, as announced by the Minister for Employment Participation, the Hon Mark Arbib MP.  The Industry Reference Group report is available on the Workplace Website.

Terms of Reference - Disability Employment Services Technical Advisory Group

The Technical Advisory Group will examine and provide advice on the Disability Employment Services (DES) performance management framework, including:

  1. Technical elements of the relative performance ratings methodology, including:
    1. the measures used in the new regression methodology, including the weightings and measurement definitions for each KPI
    2.  independent variables used in the current Disability Employment Network and Vocational Rehabilitation Services star ratings methodology
    3. additional variables for consideration in the new model
    4. the ratings bandwidths used to produce ratings based on a provider’s normalised score.
  2. The evidence guidelines for the Disability Services Standards certification to support KPI 3 Quality
  3. Reporting requirements for the new DES
  4. Measures for assessing the performance of organisations on the National Panel of Assessors
  5. The development of training material and communication strategy for the performance management framework.
