Review of the Job Seeker Classification Instrument

Referring job seekers to appropriate servicing is an important part of the effective operation of the new Employment Services system.  To this end, the Australian Government has conducted a Review of the Job Seeker Classification Instrument (JSCI); the tool that is used to stream job seekers to appropriate levels of servicing in Job Network and in the new Employment Services system.

The Department of Education, Employment and Workplace Relations (DEEWR) has examined how job seekers can be more effectively, appropriately and efficiently classified according to their disadvantage and needs, to ensure the best possible results in terms of referrals.  More information about the scope of the Review is available from the Terms of Reference web page.

On 17 April 2008, the Minister for Employment Participation officially invited Job Network members and peak bodies to provide written submissions to the Job Seeker Classification Instrument (JSCI) Review.  The final closing date for submissions was 12 June 2008.  There were 24 submissions to the JSCI Review.  The following submissions are publicly available.

The Review has also incorporated findings from a variety of sources other than submissions.  During April and May 2008, the Department conducted in-depth, face-to-face meetings with Job Network Members, Centrelink Customer Service Advisers and Job Capacity Assessment providers.  Cognitive testing of the JSCI questionnaire was undertaken aimed at improving question wording and sequencing and job seeker disclosure. Two econometric experts from the University of Western Australia were also consulted by the Department to assess the robustness of the Instrument and the feasibility of several technical proposals related to the JSCI.
