Program B - Invitation to Treat
Information Paper
On 21 August 2009, the Government announced the final model for the new Disability Employment Services and details of the purchasing arrangements.
Purchasing arrangements for the new Disability Employment Services were also announced including extending the proposed Program B Invitation to Treat (ITT) to all Disability Employment Network (DEN) Capped and Uncapped providers.
The objective of the Invitation to Treat is to minimise disruption and uncertainty for participants and employers currently accessing services from DEN providers. The Disability Employment Services ITT gives all DEN providers the opportunity to offer to deliver Program B services under the Disability Employment Services Deed 2010–2012 without the need to tender.
The information paper provides information on the Invitation to Treat including details and examples of the method DEEWR will use to convert current DEN business levels into the Program B business shares in employment service areas (ESAs), for which DEN providers will be invited to make an offer.
The Department will be conducting five (5) Live-Meet sessions to discuss the Invitation To Treat (ITT) process for the Disability Employment Services Review on the following dates and times:
Monday 28 Sep: 10am & 2pm (AEST)
Tuesday 29 Sep: 11am (AEST)
Wednesday 30 Sep: 10am & 2pm (AEST)
These sessions will provide general information with time for questions and answers.
Current DEN providers are invited to log in. To do so, log into ECSN, then click on the 'Learning Centre', locate the Live-Meet section, go to the relevant ITT session and register.
Please note that numbers may be limited and we would suggest that Providers limit registration to one per organisation per city. This will also assist in the collation and flow of questions.

Q. Can you tell me what the Excel data page contained within Attachment 1 Disability Employment Services Program B Invitation to Treat - Stage 2 represents?
A. You are not required to complete or enter any information the ‘data’ tab of your Stage 2 Attachment 1.
Section A of the second tab ‘ITT Program B’ is where you indicate your acceptance of the full proposed business share or elect for a reduced business share.
The ‘data’ tab is used simply to pre-populate the ‘ITT Program B’ tab and serves no purpose in this document. The sheet and cells are protected so you are unable to make changes to this information.

Q: Will sites have their performance assessed individually and autonomously from other sites in the same ESA?
A: As detailed in the Request for Tender document a provider will receive ratings and percentiles for each Program, by ESA and unique Site in which the Program Provider operates.

Q: Can you advise how our business shares will translate into actual client numbers being flowing through to our site?
A: Caseload data is the basis for identifying the relative percentage proportion of DEN business each current DEN provider holds. This proportion has then been used as the basis for calculating business shares in the new Program B.
DEEWR makes no representation as to the actual number of referrals a provider will receive. The number of referrals by Centrelink and Job Capacity Assessment providers to a Disability Employment Service provider will depend on a range of factors, including the business share allocated to the provider in an ESA, the number of job seekers assessed as eligible for the new Disability Employment Services by JCAs, the disability types and other characteristics of job seekers and, importantly, job seeker choice. Job seekers who directly register with a Disability Employment Service provider will not be counted as part of the business share calculation.

Q: Could you please advise how to fill in the information relating to my sites especially for those in ESAs where we would like to accept an ITT business share but do not currently have a site
A: In your DES ITT Attachment 1 - Declaration & Form you are required to specify site locations in the ESA at Section C.
You should complete the address lines for each of your existing and any proposed sites in each ESA. For proposed sites, including any outreach sites, sufficient detail is required to identify the location or proposed location(s) of each. If you do not yet have confirmed location details for a site, you should provide as much information as you can – for example, the intended location, subject to confirmation of leasing arrangements.
To be considered for delivery of Program B services, you must identify at least one site in each ESA from which you will deliver those services.
For each site, indicate whether it will operate as a permanent full time, part time or an outreach site.
For outreach sites, including those already in place, you must indicate what the current arrangements will be for servicing clients. That is you must detail the days, times of operation and the physical location these services will be offered from. For proposed outreach sites that are not yet in operation, indicate what arrangements of this sort you intend to put in place.
The proposed DES Program B business share for each ESA assumes that if your organisation offers to provide the maximum proposed Business share in an ESA, you will continue to deliver services from the Disability Employment Network Capped or Uncapped sites in operation in the ESA at 30 June 2009. This does not in any way restrict you from identifying additional sites you wish to establish in order to improve service delivery. The closure of any existing sites, however, will require the agreement of the department.

Q: Do outreach sites get included in attachment one?
A: Yes, please include all sites including outreach sites in Attachment 1 at C - Site Locations for the relevant ESA.
