As part of the 2005-06 Federal Budget package, the previous Government announced the Employment and Related Services Purchasing Arrangements for 2006-2009.
Under these arrangements, Employment and Related Services purchasing processes were undertaken during the 2005-06 financial year for the period from 1 July 2006. Information about those purchasing arrangements for individual programmes and services is listed below.
Job Network is a national network of private and community organisations dedicated to finding jobs for unemployed people, particularly the long term unemployed. Job Network comprises generalists which provide services to all job seekers and a range of specialists catering to different categories of disadvantaged job seekers, for example indigenous Australians, people with a disability and youth.

Job Placement provides an employer-focused recruitment service which meets the needs of employers and assists eligible job seekers to gain employment through online access to a large number of diverse jobs.

Disability Open Employment Services (also known as Disability Employment Assistance) provides funding for employment and related services to assist jobseekers with permanent disabilities who require ongoing support to find and maintain employment.

Community Work Coordinators are contracted by the Commonwealth to develop Work for the Dole activities and manage the placement of job seekers into those placements. They also place job seekers into Community Work placements.

The Voluntary Work Initiative (VWI) provides job seekers with the opportunity to support their community through volunteering in approved community organisations. The VWI provides referral and placement services for income support recipients aged 40 and over who wish to volunteer as part of their participation activities. VWI is also available for job seekers aged 18 to 39 wishing to undertake voluntary work but not to meet mutual obligations.

Green Corps is a youth development and environmental training program for young people aged between 17 and 20. Green Corps participants are a mixture of the relevant ages and from a broad variety of educational, employment, cultural and linguistic and training backgrounds. Participants must come from all Australian States and Territories and must include young people from metropolitan, regional and remote areas. Participants do not have to be in receipt of income support or registered as unemployed. Participants receive a ‘participant allowance’.

The New Enterprise Incentive Scheme (NEIS) assists eligible unemployed people to establish commercially viable new businesses through small business skills training (including help to develop a business plan), a NEIS Allowance for up to 52 weeks and ongoing advice, support and mentoring during the first year of business operation.

Harvest Labour Services provide out-of-area labour to assist agricultural producers to harvest their crops in season peaks. All job seekers who are legally entitled to work in Australia can be assisted by Harvest Labour Services.

A single provider is contracted to deliver the National Harvest Labour Information Service which coordinates and distributes information on harvest labour in Australia to Harvest Labour Service providers and job seekers. The budget for the National Harvest Labour Information Services is part of the Job Network budget.

The Personal Support Programme (PSP) bridges the gap between crisis services and employment assistance programmes. The programme provides services to people on income support who, because of multiple non-vocational barriers, are unable to get a job or benefit from employment programmes such as Job Network. PSP services provide assistance for people to tackle barriers such as homelessness, drug and alcohol dependency, poor mental health and family breakdown.

JPET targets young people from 15 21 years of age (with a focus on 15 to 19 year olds) who face multiple personal and social barriers that severely limit their capacity to participate socially in the life of their communities, participate in economic focused activity such as education, employment and vocational training or benefit from employment assistance.

New assessment arrangements for people who are ill, injured or have a disability were introduced from 20 September 2002 as part of Australians Working Together. The work capacity and medical assessment services (also referred to as Better Assessments) focus on the assessment of work capacity for people with disabilities and those who are temporarily incapacitated and are unable to look for work, and on the early identification of interventions, such as rehabilitation and employment assistance, that may help customers to improve their work capacity. These assessments also provide information to Centrelink to help inform determination of income support eligibility.
The 2005 Budget announced the introduction of new comprehensive work capacity assessments from 1 July 2006 that will refine, improve and streamline the current assessment processes and arrangements.

Transition to Work offers tailored assistance to parents, mature age (50+) and carers who are starting work for the first time or are returning to work after an absence of two years or more. Help includes an individual skills assessment and support such as funding for TAFE courses to upgrade skills, assistance with writing resumes and job applications and career counselling.
The TTW contract was extended in the Budget this year to ensure that TTW services continue to assist parents, mature-aged people and carers until the Working Age Reforms are implemented.
