The Commonwealth of Australia (the Commonwealth), as represented by the former Department of Employment and Workplace Relations (DEWR) released a Request for Tender (RFT) on 2 March 2007 for proposals from organisations to undertake the employment pilot project, National Action Plan to build Social Cohesion, Harmony and Security Community Cordinators (NAP CEC) Services. The NAP CEC Services were established through a fixed price Request for Tender.
The National Action Plan to build Social Cohesion, Harmony and Security (NAP) was developed after community consultation, as well as significant advice from the Muslim Community Reference Group, to promote national security and social cohesion within the Australian community. Commissioned by the Council of Australian Government (COAG), the NAP includes eleven measures which the Australian Government has committed $35 million over four years to implement.
One of the measures, and the subject of this RFT, is the piloting of an employment pilot project in two suburbs of Sydney NSW - Lakemba (with a high Muslim population and levels of disadvantage) and Macquarie Fields (with high levels of disadvantage).
The employment pilot project includes the engagement of two (2) NAP CECs one in Lakemba, and one in Macquarie Fields, to engage with the community and build substantive bridges between young job seekers (broadly defined as 15-24 years, but not necessarily limited to this range), Providers of Australian Government Employment Services (PAGES) and employers, and to support Better Connection Workshops (BCW) outcomes and activities also being undertaken in these pilot regions.
