The New Enterprise Incentive Scheme assists eligible unemployed people to establish commercially viable new businesses through small business skills training (including help to develop a business plan), a NEIS Allowance for up to 52 weeks and ongoing advice, support and mentoring during the first year of business operation.

Rolling Local Tenders
From 2006 onwards, rolling local area level tenders were introduced to replace poor-performing providers throughout the extended contract period. Providers will be subject to review at six-monthly intervals against the performance requirements specified in their contract and poor-performing providers may have their business put to tender.
The rolling local area level tenders will be held around March and September each year. This means that every six months, there will be opportunities for potential new entrants to tender to enter the market.
